Immigration Law: New Regularization and Control Measures

In 2025, Panama’s National Immigration Service implemented several significant measures.
Humanitarian Security Protection Permit: Created through Executive Decree No. 6 of March 11, 2025, this permit allows foreign nationals who have remained irregularly in the country for more than one year to regularize their immigration status.
Fine Exemption: Resolution No. 6616 of March 12, 2025, establishes a full exemption from overstay fines for individuals applying for the humanitarian protection permit for the first time.
Recognition of Expired Passports: Resolution No. 7533 of March 20, 2025, accepts expired Venezuelan passports as valid documents for immigration procedures.
These measures seek to provide humanitarian protection, reduce the cost of regularization, and streamline processes at immigration offices.
